Position Overview
Strengthens analytical rigor across the project portfolio by defining how evidence is collected, organized, weighted, and traced to conclusions. This role helps ensure that rapid experimentation and operational assessment remain disciplined, transparent, and decision-relevant.
Essential Duties and Responsibilities
The Sr. Data Analyst, Measures & Evidence Analyst will:
- Develop assessment questions, objectives, measures, evidence matrices, observation guides, and data-trace structures in coordination with project pods.
- Establish clear distinctions among vendor claims, preliminary observations, operator feedback, measured results, validated findings, and unresolved gaps.
- Maintain evidence provenance and support traceability from source material and observations through findings and recommendations.
- Partner with Data Analysts / ORSAs to align qualitative and quantitative evidence and identify confidence, limitations, and missing data.
- Contribute directly to CARs and non-materiel products by documenting evidence strength, analytical logic, caveats, and validation needs.
Required Skills and Experience
- Experience in assessment design, evaluation methods, operational research, operational assessment analysis, research methods, quality assurance, or evidence management.
- 10 years of experience required.
- Strong analytical writing, attention to detail, and ability to build transparent decision-support structures.
- Comfort working with mixed quantitative and qualitative data.
- Ability to communicate uncertainty and evidence limitations clearly to both technical and nontechnical audiences.
