Ideal Candidate Profile
We are particularly interested in candidates who bring one or more of the following backgrounds:
Military Leadership
- Former military field-grade officer (O-4 through O-6) or senior NCO/warrant officer with significant leadership experience.
- Experience in facilities, engineering, installation management, logistics, infrastructure, mission support, or operational planning.
- Experience managing installation-level organizations, programs, facilities, infrastructure, or mission-support operations.
- Ability to translate military mission requirements into executable program strategies and customer solutions.
Commercial / Federal Contractor Experience
Candidates with Program Manager, Senior Program Manager, Program Director, or Director-level experience with a major federal contractor are strongly preferred.

Experience with programs such as LOGCAP, RCAS, JBER-type installation contracts, MILCON, installation management, or similar large-scale federal/DoD programs is a strong plus.
Key Responsibilities
Program Leadership & Execution
- Lead a portfolio of complex, integrated mission-environment programs across multiple U.S. locations.
- Establish program strategy, execution plans, governance structures, performance metrics, and operating rhythms.
- Maintain executive-level accountability for cost, schedule, scope, quality, risk, staffing, and customer satisfaction.
- Direct and mentor multiple Project Managers and Program Managers.
- Establish program-level schedules, budgets, milestones, resource plans, and performance objectives.
- Identify program risks and develop mitigation strategies before they affect cost, schedule, or customer commitments.
- Ensure programs are delivered in accordance with contract requirements, applicable regulations, quality standards, and company policies.
- Drive continuous improvement in program delivery, operational efficiency, and customer experience.
Integrated Program Delivery
Lead and integrate multidisciplinary teams across:
- Program and project management
- Architecture and engineering
- Facilities modernization
- Construction and construction management
- Technology and A/V integration
- Digital experiences and signage
- Fabrication and installation
- Strategic communications
- Data and analytics
- Logistics and site operations
The Director must ensure these disciplines function as one integrated program team rather than independent workstreams.
- Establish clear interfaces, responsibilities, deliverables, and handoffs.
- Coordinate internal teams, subcontractors, consultants, and external partners.
- Ensure solutions are technically sound, constructible, operationally practical, financially responsible, and aligned with the customer’s mission.
Customer & Executive Leadership
- Serve as a senior executive point of contact for military, federal, prime contractor, and industry customers.
- Develop trusted relationships with senior military and federal stakeholders.
- Lead executive-level program reviews, briefings, status meetings, and performance discussions.
- Brief senior military leaders, SES-level civilians, C-suite executives, and other senior stakeholders.
- Understand customer mission objectives and translate them into actionable program strategies.
- Anticipate customer needs and identify opportunities to expand the team’s role and value.
- Resolve complex customer issues and facilitate decisions across organizational boundaries.
- Represent Team PAC Group LLC and Partners at customer meetings, industry events, conferences, and site visits.
Financial & Business Performance
- Own program financial performance, including revenue, gross margin, forecast, backlog, and cash-flow considerations.
- Develop and maintain accurate program forecasts and financial projections.
- Monitor contract performance against budget and identify corrective actions.
- Partner with executive leadership and finance to manage profitability and financial risk.
- Establish appropriate financial and performance controls across the program portfolio.
- Identify opportunities for organic growth, contract expansion, follow-on work, and new customer opportunities.
Business Development, Capture & Proposal Support
This position is expected to contribute to growth—not simply program execution.
- Support business development and capture activities for new and expanded opportunities.
- Support proposal development, pricing strategy, staffing plans, technical approaches, and solution development.
- Leverage customer relationships and industry knowledge to identify emerging requirements and opportunities.
- Participate in capture planning, customer engagement, teaming discussions, and competitive positioning.
- Develop relationships with primes, subcontractors, teaming partners, and industry stakeholders.
- Help identify and pursue follow-on work, contract expansions, and adjacent opportunities.
- Translate operational experience into compelling technical and management approaches for proposals.
Military Experience — Highly Preferred
Former military service is highly valued for this position, particularly candidates with leadership experience in:

Required / Preferred Experience
- 10+ years of progressively responsible program/project management experience.
- 5+ years leading complex, multi-site and/or multidisciplinary programs.
- Demonstrated experience managing government and/or DoD customers.
- Experience with significant program portfolios and financial/P&L responsibility.
- Demonstrated experience supervising and developing Program Managers and Project Managers.
- Experience integrating multiple technical and operational disciplines under a single program structure.
- Experience with federal contracting and government acquisition environments.
- FAR/DFARS exposure and familiarity with FFP, T&M, CPFF, and related contract structures.
- Proposal, capture, pricing, or business-development experience strongly preferred.
- Experience supporting programs in the $20M–$100M+ annual value range is highly desirable.
Education
- Bachelor’s degree in Engineering, Construction Management, Business, Program Management, or a related field preferred.
- Master’s degree/MBA or MS in Engineering Management, Construction Management, Business, or a related field is a strong plus.
Military service and equivalent senior leadership experience may substitute for a portion of the formal degree requirement, particularly when combined with substantial program-management experience and relevant professional certifications such as PMP and/or DAWIA Level III.
