Position Overview
The Data Analyst / ORSA provides quantitative and structured analytical support to each project pod. The role turns event data, operator observations, technical evidence, and mission measures into transparent analyses that support defensible findings and decisions.

Why This Role Matters
This role provides the quantitative analysis needed to interpret event data and operational observations. Transparent methods and explicit uncertainty make assessment findings more defensible and more useful for decision-makers.

Essential Duties and Responsibilities
The Data Analyst / ORSA will:

  • Develop data-collection approaches, analytical plans, measures, visualizations, and decision-support methods aligned to project questions.
  • Analyze quantitative and qualitative data from REX events, technical evaluations, operator feedback, surveys, logs, and supporting sources.
  • Assess trends, uncertainty, limitations, sensitivity, and confidence so findings are appropriately bounded and decision-ready.
  • Maintain analytical traceability between raw data, derived metrics, findings, CAR conclusions, and final recommendations.
  • Contribute directly to CARs, TTPs, CONOPS, CONEMPs, and other non-materiel products through data interpretation and evidence-based writing.
  • Conduct test design, execution, and evaluation in the DoD operational test and evaluation environment.
  • Apply parametric and non-parametric statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and survey test and evaluation methods.
  • Develop quantitative and qualitative analysis methodologies appropriate for operational test and evaluation.
  • Provide direction for process modeling, issue identification, and measure determination.
  • Provide problem decomposition, concept development, test design, and data analysis methods; translate testing requirements; and recommend appropriate test venues.
  • Develop dendritic decompositions and determine operational measures of effectiveness.
  • Provide technical risk assessments, identify test limitations, and help develop risk mitigation strategies for planning joint tests and evaluations.

Required Skills and Experience

  • 5+ years of relevant experience in operations research, statistics, data analysis, decision analysis, analytics, applied mathematics, or related quantitative work.
  • Ability to explain analytical methods and limitations clearly to nontechnical stakeholders.
  • Experience applying statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and human factors test and evaluation methods.

Preferred Qualifications

  • Proficiency with analytical tools such as Excel, Power BI, Python, R, MATLAB, or comparable platforms.
  • Experience working with operational or defense data.
  • Military or government civilian experience.
  • Master’s degree in a technical field (math, science, engineering, computer programming, or a related field), ideally with an Operations Research emphasis.
