Location: Falls Church
Work Setting: On-Site Hybrid Possible
Clearance/Elegibility: Active Top Secret/SCI Clearance
Industry/Client Area: DoW / Military – JPO
Salary Range: $140K to $160K

About the Role

You will lead a project pod from problem framing through decision-ready delivery. As the pod’s analytical lead, you are also the Government’s main point of contact and the person who pulls mission, evidence, stakeholder and product work into one answer.

Why This Role Matters

Each assessment needs a single analytical owner. That ownership keeps stakeholder coordination, evidence collection and product development aimed at the Government decision the assessment exists to support.

What You Will Do

Frame the problem and lead the pod

  • Frame operational problems, set project objectives and decision points, and turn leadership direction into an executable assessment plan.
  • Lead the core pod and coordinate the Operational Analyst, Mission Engineer, Data Analyst / ORSA and, when applicable, the REX Integration Analyst.
  • Maintain schedules, resources, tasks and milestones across efforts.

Act as the Government-facing Action Officer

  • Serve as primary Action Officer for stakeholder engagement, working groups, industry interactions, evidence requests, reviews and project decisions.
  • Coordinate with government, military and contractor stakeholders in a fast-paced environment.
  • Prepare leadership briefings, status reports and other decision-support materials.

Build evidence-based products

  • Lead Capability Assessment Report (CAR) development and contribute directly to TTPs, CONOPS, CONEMPs, DOTmLPF-P recommendations and other non-materiel products.
  • Separate preliminary observations from validated findings, maintain traceability, and tie every recommendation to evidence and transition decisions.
  • Analyze technical and operational data in support of mission and project objectives.

Plan and support test and evaluation

  • Support Joint Test & Evaluation (JT&E) and Operational Test & Evaluation planning and execution.
  • Develop test concepts, scenarios, designs, plans and products for joint test activities.
  • Observe and analyze test operations for compliance with military doctrine, policy and procedures.
  • Identify resource, instrumentation and field data collection requirements.
  • Conduct technical risk assessments and help develop mitigation strategies.
  • Support software, database and technical development for test planning and evaluation.

Like every JT&E Support Team member, you will help develop and refine non-materiel operational products (TTPs, CONOPS, CONEMPs, CARs and related decision-support products) as appropriate to the role.

What You Bring

Required

  • 8+ years of relevant experience.
  • Active Top Secret/SCI clearance and DHS suitability.
  • Experience leading mission analysis, operational assessment, experimentation, capability integration, requirements or similar DoD efforts.
  • Strong Action Officer skills: coordination, staffing, briefing, running meetings, engaging leadership, resolving issues and writing products.
  • Ability to lead multidisciplinary teams and bring operational, technical and analytical perspectives together.

Strongly preferred

  • Knowledge of joint operations, non-materiel solution development and evidence-based decision support.
