Position Overview
At Team PAC GROUP LLC and Partners, we believe our people are at the center of mission success. We provide professional, technical, operational, and mission-focused support to federal, military, commercial, and nonprofit organizations.
Through our network of partner organizations and client companies, Team PAC GROUP LLC and Partners provides exclusive recruiting and talent acquisition support for a variety of opportunities. Our recruiting team connects qualified professionals with positions that align with their skills, experience, and career goals.
Depending on the specific opportunity, candidates may be considered for employment directly with PAC GROUP LLC, a teaming partner, affiliate, or another client organization we support. The applicable employer, employment terms, work location, benefits, and other conditions will be identified during the recruiting and hiring process.
Our team develops and integrates maritime domain-awareness solutions combining unmanned surface, aerial, and subsurface vehicles, advanced sensors, and multi-domain sensor fusion, serving defense and national security, oil and gas operations, offshore infrastructure, and port and harbor monitoring customers.
We are seeking a hungry, energetic, and execution-oriented General Manager to lead our partners through their next stage of development and commercialization. This is a hands-on leadership role in a lean, fast-moving organization. The right person sets hard milestones, holds the team to them, and makes sure the work is actually tasked and tracked, not just planned.
Top Priorities for This Role
- Hungry and energetic — self-driven, treats the mission like a founder would.
- Sets hard milestones and holds people accountable to hitting them.
- Makes sure the team is tasked — assigns work, tracks it, and follows up.
- Able to learn new things quickly across markets, customers, and technologies.
- Knows how to review a proposal and give it a critical, useful read.
- Technically flexible — open to changing course and learning as the business evolves.
- Organized and able to write clearly — plans, reports, and customer-facing material.
- Good communicator with strong, responsive communication habits.
- Understands that sensitive information cannot be shared outside proper channels.
- Holds an active U.S. security clearance.
- Energized by building something from the ground up.
Key Responsibilities
Business & Strategic Leadership

- Establish clear priorities, performance metrics, hard milestones, and operating rhythms — and hold the team to them.
- Maintain responsibility for business performance, resource allocation, and execution.
- Provide timely reporting on pipeline, programs, finances, staffing, technical risks, and strategic decisions.
- Represent Team PAC GROUP LLC and Partners in meetings with customers, investors, and industry stakeholders.
Business Development & Customer Engagement
- Build and maintain a qualified opportunity pipeline across DoD, Coast Guard, federal civilian agencies, oil and gas companies, offshore operators, and port and harbor authorities.
- Lead customer discovery, opportunity qualification, capture planning, and proposal development — including reviewing proposals critically before they go out.
- Pursue demonstrations, pilot programs, and operational trials with government and commercial customers.
- Develop commercial partnerships and channel relationships that complement the portfolio’s government-market leadership.
Program & Operational Management
- Direct day-to-day operations and ensure commitments are completed on schedule and within budget.
- Set hard milestones for the team and confirm that work is tasked, tracked, and delivered.
- Coordinate vessel acquisition, system integration, testing, demonstrations, and operational deployments.
- Manage relationships with engineering partners, manufacturers, subcontractors, and suppliers.
- Identify operational problems early and drive them to resolution without unnecessary bureaucracy.
Product & Technical Direction
- Work with technical leaders to convert customer needs into a focused product and integration roadmap.
- Stay technically flexible and open to new approaches as requirements and technology evolve.
- Ensure our team develops repeatable, manufacturable offerings rather than one-off engineering projects.
Team Development
- Develop an organizational plan for our team’s initial operating, technical, and commercial teams.
- Recruit, manage, and retain high-performing employees, contractors, and strategic partners.
- Build a low-ego, accountable culture centered on execution, hitting milestones, and customer outcomes.
- Protect sensitive and proprietary information and ensure the team understands what cannot be shared externally.
Required Qualifications
- Active U.S. security clearance or able to obtain a security clearance.
- Demonstrated leadership experience in maritime technology, unmanned systems, aerospace, defense technology, oil and gas technology, or systems integration.
- Experience managing complex programs, customer relationships, and cross-functional teams.
- Proven ability to develop business opportunities and move them toward funded work.
- Ability to build and manage a lean organization in an early-stage or rapidly growing environment.
- Ability to review and critique proposals, and to write clearly and organize complex information.
- Strong, responsive communication with technical personnel, government officials, commercial customers, and executives.
- Ability to travel regularly to New York, Washington, D.C., Florida, Michigan, and other operating locations.
Preferred Qualifications
- Experience with maritime domain awareness, unmanned surface vessels, unmanned aircraft, autonomous systems, or sensor fusion.
- Experience working with oil and gas companies, offshore operators, or port and harbor authorities.
- Familiarity with DoD acquisition, SBIR/STTR, OTAs, or federal contracting.
- Bachelor’s degree in engineering, business, maritime studies, or a related discipline; equivalent operational and leadership experience will be considered.

- Reviews proposals critically and improves them before they go out the door.
- Protects sensitive information and maintains customer and partner trust.
- Demonstrates the ability to operate the company with increasing independence from portfolio leadership.
