Position Overview

Team PAC Group LLC is seeking an experienced Senior General or Operations Manager to provide senior-level program and operational leadership in support of the U.S. Coast Guard Accessions Service Center (CG ASC).

The Senior General or Operations Manager will serve as a key member of the program leadership team, overseeing day-to-day program execution, coordinating multiple workstreams, supporting government stakeholders, and ensuring that contract objectives, schedules, deliverables, and performance requirements are met.

This position requires a strong understanding of federal program management, operational improvement, organizational transformation, stakeholder engagement, and technology-enabled business solutions. The successful candidate should be comfortable working with technical and non-technical teams and have a general working knowledge of Microsoft technologies such as Power Apps, Power Automate, Power BI, Copilot Studio, Microsoft 365, and SharePoint.

This is not a hands-on software development position. The Senior General or Operations Manager will provide the operational and program-level leadership necessary to ensure that technology, automation, analytics, and process-improvement initiatives are aligned with mission requirements and organizational objectives.

 

Key Responsibilities

The Senior General or Operations Manager will:

  • Provide overall program and operational leadership across multiple projects and workstreams.
  • Serve as a primary point of contact between the contractor team and CG ASC senior leadership and the Contracting Officer’s Representative (COR).
  • Ensure program activities remain aligned with contract requirements, government objectives, schedules, milestones, and performance expectations.
  • Lead coordination across program management, engineering, analytics, business operations, training, and other functional teams.
  • Define and track program objectives, priorities, performance measures, milestones, and deliverables.
  • Monitor project status, identify risks and issues, and ensure timely resolution.
  • Coordinate resources and work efforts across multiple projects to achieve common program objectives.
  • Ensure the quality, accuracy, completeness, and timeliness of program deliverables.
  • Support requirements gathering, information analysis, and cost-benefit analysis to help identify effective operational solutions.
  • Support strategic planning, organizational transformation, process improvement, and business transition activities.
  • Identify opportunities to improve business processes through technology, automation, analytics, and workflow modernization.
  • Maintain a working understanding of Microsoft Power Platform, including:
    • Power Apps
    • Power Automate
    • Power BI
    • Copilot Studio
  • Understand how Power Platform and other Microsoft 365 capabilities can be used to improve workflows, reporting, collaboration, knowledge management, and operational efficiency.
  • Work closely with technical personnel to translate business and operational requirements into technology-enabled solutions.
  • Review dashboards, reports, and performance metrics and use data to support management decisions.
  • Support the development and use of KPIs, executive summaries, performance reports, and management dashboards.
  • Support Microsoft 365, SharePoint, knowledge management, collaboration, and information-management initiatives.
  • Coordinate organizational change-management and user-adoption activities associated with new systems and processes.
  • Facilitate meetings, working groups, briefings, and stakeholder discussions.
  • Maintain effective communication with government stakeholders, contractor personnel, and senior leadership.
  • Oversee and mentor junior consultants and team members.
  • Support staffing, onboarding, resource allocation, and continuity of operations.
  • Ensure team activities comply with applicable federal, DHS, and USCG policies and security requirements.
  • Provide regular program status updates and reports to CG ASC leadership and the COR.
  • Participate in transition planning, knowledge transfer, and continuity-of-operations activities.
  • Support continuous improvement initiatives and identify opportunities to increase operational effectiveness and efficiency.

Technology & Business Transformation Knowledge

The ideal candidate does not need to be a Power Platform developer, but should have sufficient knowledge to understand how modern technology can support business operations.

The candidate should be able to communicate effectively with technical personnel and government stakeholders and understand how technology solutions translate into improved business processes and mission outcomes.

 

Required Qualifications

  • Bachelor’s degree (BA/BS) from an accredited institution.
  • Minimum of 10 years of relevant professional experience.
  • Relevant experience in program management, project management, operations management, organizational transformation, facilitation, talent acquisition, or implementation of program management tools.
  • At least five (5) years of experience supporting federal government agencies.
  • PMP certification required.
  • Demonstrated experience managing multiple projects, teams, priorities, and deliverables.
  • Strong understanding of program management principles, performance management, and operational improvement.
  • Experience working directly with senior leadership and government stakeholders.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to analyze requirements, identify operational challenges, and recommend practical solutions.
  • Ability to manage competing priorities while maintaining quality and schedule requirements.
  • Ability to lead and coordinate multidisciplinary teams.

Preferred Qualifications

  • Experience supporting the U.S. Coast Guard or Department of Homeland Security.
  • Experience supporting federal recruiting, human capital, talent acquisition, or workforce programs.
  • Experience with Microsoft Power Platform or other business automation technologies.
  • Experience with Power BI dashboards, performance metrics, and executive reporting.
  • Experience with Microsoft 365 and SharePoint.
  • Experience with organizational transformation and change management.
  • Lean Six Sigma or process improvement experience.
  • Experience supporting technology implementation or modernization initiatives.
  • Experience working in a federal program office or similar government environment.

Work Requirements

  • Primary work location is U.S. Coast Guard Headquarters at the St. Elizabeths Campus in Washington, DC.
  • Standard work schedule is generally 40 hours per week, Monday through Friday, with core hours of 8:00 AM–5:00 PM Eastern Time, excluding federal holidays.
  • On-site work is expected; limited remote work may be authorized by the government based on operational requirements and approval.
  • Occasional travel may be required to support program or operational requirements.
  • Must be able to successfully complete the required federal background investigation and suitability/access requirements.
  • Must be able to work in an environment involving sensitive government information and comply with applicable DHS and USCG security and information-protection requirements.
