Position Overview
Team PAC Group LLC is seeking a highly qualified Program Manager / Site Lead to support the National Guard Bureau Comptroller Support Contract. The ideal candidate will bring senior-level Department of Defense financial management experience, strong program management skills, and the ability to lead personnel while ensuring high-quality contract performance.
This position requires a professional who can plan, manage, and synchronize support delivery; communicate effectively with senior military and defense officials; and provide expert budget and financial analysis in support of NGB Comptroller priorities.
Required Education
- Bachelor’s degree in Financial Management, Business, Accounting, Public Administration, or a related field.
- Master’s degree preferred.
Required Qualifications
- Minimum of 10 years of experience in financial management, comptroller operations, budget analysis, or a related subject matter area.
- Experience performing comptroller functions with senior defense organizations, including the Services, Joint Staff, National Guard Bureau, Office of the Secretary of Defense, or other Pentagon-level organizations.
- Minimum of 5 years of experience preferred supporting senior defense comptroller or financial management functions.
- Experience conducting and presenting budget and financial data analysis.
- Experience assessing financial conditions by applying financial principles, policies, methods, techniques, and systems used by the Army, Air Force, Joint Staff, National Guard Bureau, and Office of the Secretary of Defense.
- Experience working with the National Guard, especially National Guard financial management processes.
- Experience communicating with senior military, civilian, and defense officials.
- Program Management experience required.
- PMP certification preferred.
- Experience preparing and presenting executive-level documents, briefings, reports, and materials.
Required Technical Skills
- Skilled in Microsoft Office Suite, including Excel, Word, PowerPoint, Teams, SharePoint, and Power BI, as applied in comptroller organizations.
- Proficiency in Department of Defense financial systems, including GFEBS, DEAMS, RMOnline, ODS, cPROBE, CRIS, or similar systems.
- Skilled in Enterprise Task Management Software Solution, including ETMS2/TMT, especially as utilized within the National Guard Bureau.
- Skilled in Advana, database applications, dashboards, and data analysis tools.
- Certified Defense Financial Manager certification preferred.
- DoD Financial Management Certification preferred.
- Federal contracting and business development knowledge preferred.
Position Responsibilities
The Program Manager / Site Lead will provide expert analysis on obligations across the 54 states and territories, comparing current execution to historical trends and spending plans. The candidate will integrate data from authoritative sources, prepare execution reports, maintain a thorough understanding of deviations, and contribute analysis to fiscal dashboards.
The candidate will also assist in developing NGB Comptroller positions, synchronize team support delivery, and provide qualitative and quantitative recommendations to support leadership decision-making.
Site Lead Responsibilities
- Serve as the site lead for the NGB Comptroller Support Contract.
- Support high-quality technical performance during task execution while adhering to compliance, schedule, and performance requirements.
- Serve as Team PAC Group LLC’s primary point of contact with the customer and the Contracting Officer’s Representative.
- Plan, manage, and synchronize delivery of quality support across the contract team.
- Lead personnel and ensure team members understand expectations, deliverables, priorities, and performance requirements.
- Maintain the contract roster on the Team PAC Group LLC Teams platform to allow real-time visibility into employee recognition, challenges, skill sets, certifications, and staffing updates.
- Collaborate with Team PAC Group LLC leadership and HR during planned or unexpected turnover, including supporting candidate interviews and replacement staffing.
- Perform formal annual performance reviews for contract employees.
- Implement and maintain a continuous performance feedback process for team members.
- Ensure a safe, respectful, and inclusive work environment for all personnel.
- Maintain zero tolerance for inappropriate workplace behavior, harassment, or unprofessional conduct.
- Perform other duties as assigned by Team PAC Group LLC corporate leadership.
