Position Overview

Team PAC Group LLC is seeking an experienced Operations Manager to lead an integrated team supporting the U.S. Coast Guard’s CG ASC Integrated Program Management and Information Technology Services effort in Washington, D.C.

The Senior General or Operations Manager will serve as the senior on-site leader for a multidisciplinary team supporting program management, Microsoft Power Platform engineering, robotic process automation, operations research, management analysis, business operations, and training.

The selected candidate will be responsible for overall program execution, schedule and performance objectives, stakeholder coordination, quality of deliverables, problem resolution, and customer satisfaction. The position will serve as a primary interface between the contractor team and CG ASC senior leadership.

Key Responsibilities

Program & Operations Management

  • Provide senior leadership for the integrated team supporting CG ASC.
  • Lead the definition and implementation of program specifications and operational requirements.
  • Establish and maintain project schedules, milestones, priorities, and performance objectives.
  • Coordinate work across multiple projects and functional areas to achieve common program objectives.
  • Implement operational mission requirements and ensure alignment with Government objectives.
  • Monitor overall program performance and identify potential issues, risks, and corrective actions.
  • Drive timely problem resolution and maintain a high level of customer satisfaction.
  • Ensure all contractual and program deliverables are accurate, complete, timely, and of high quality.

Requirements & Business Analysis

  • Conduct requirements analysis and information analysis to support CG ASC mission objectives.
  • Perform cost-benefit analysis and support informed program decision-making.
  • Assist CG ASC stakeholders in defining, prioritizing, and achieving stated objectives.
  • Analyze operational challenges and recommend practical solutions.
  • Support organizational transformation and process improvement initiatives.
  • Translate Government requirements into actionable program and team activities.

Leadership & Team Management

  • Provide day-to-day leadership and direction to a multidisciplinary team of approximately 11 professionals.
  • Manage and oversee junior consultants and team members.
  • Coordinate activities across program management, technology, automation, operations research, management analysis, business operations, and training functions.
  • Promote collaboration and accountability across workstreams.
  • Coordinate team orientation, onboarding, and Government-assigned training with the Contracting Officer’s Representative.
  • Support workforce planning and ensure team members understand program requirements and priorities.

Government & Stakeholder Engagement

  • Serve as a primary interface between the contractor team and CG ASC Government leadership.
  • Report to CG ASC senior leadership as required.
  • Coordinate with Government stakeholders to address requirements, priorities, issues, and mission needs.
  • Facilitate meetings, working sessions, briefings, and program coordination activities.
  • Ensure Government stakeholders receive timely and accurate information regarding program status and performance.
  • Maintain strong customer relationships and promote continuous improvement.

Program Performance & Quality Assurance

  • Track program objectives, schedules, deliverables, and performance requirements.
  • Maintain quality and accuracy of all program deliverables.
  • Identify emerging risks, performance challenges, and resource requirements.
  • Coordinate corrective actions and ensure timely resolution of program issues.
  • Support lessons learned and continuous improvement activities.
  • Ensure team activities remain aligned with contractual requirements and CG ASC mission objectives.

Required Qualifications

  • Bachelor’s degree (BA/BS).
  • Minimum of ten (10) years of relevant experience.
  • Relevant experience must include areas such as:
    • Program/project management
    • Talent acquisition
    • Facilitation
    • Program management toolset implementation
    • Organizational transformation efforts
  • At least five (5) years of the required experience must be supporting federal Government agencies.
  • Project Management Professional (PMP) certification.
  • Demonstrated experience leading multidisciplinary teams and managing multiple workstreams.
  • Demonstrated experience coordinating with senior Government stakeholders.
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Ability to manage competing priorities in a complex, fast-paced Government environment.

Preferred Qualifications

  • Experience supporting the U.S. Coast Guard or Department of Homeland Security (DHS).
  • Experience managing integrated program management and information technology teams.
  • Experience supporting federal organizational transformation initiatives.
  • Experience implementing program management tools and processes.
  • Experience supporting enterprise technology modernization programs.
  • Experience leading teams in a federal Government contracting environment.

Work Requirements

  • Full-time, 40-hour work week.
  • Core hours are 8:00 AM to 5:00 PM Eastern Time, Monday through Friday, excluding Federal holidays.
  • Position is on-site at U.S. Coast Guard Headquarters, St. Elizabeths Campus, Washington, D.C.
  • Must be available to support Government meetings, leadership briefings, team coordination, and program activities on-site.
  • U.S. citizenship required.
  • Must be able to obtain and maintain a favorable Public Trust suitability determination (Tier 2 background investigation).
  • Candidate must currently reside in the United States or its territories and have resided there for at least three of the last five years.
