Position Summary
PAC GROUP LLC is seeking a Top Secret Clearance, JPO Technical Advisor to support Department of Defense operational testing and evaluation efforts located in Yorktown, VA. The ideal candidate will have advanced experience applying operations research, mathematics, statistics, systems analysis, and test and evaluation methodologies within a DoD operational environment.
This role requires the ability to advise military and Government stakeholders, develop analytical approaches, support joint test and evaluation planning, and manage multiple competing priorities across complex projects. This position will require 25 percent travel.
Starting Salary: $165K
Key Responsibilities
- Conduct advanced operations research, mathematics, statistical analysis, and related analytical work in support of Department of Defense operational testing and evaluation.
- Provide technical advice to military and Government stakeholders on requirements, methodologies, test design, joint studies, and operational evaluation approaches.
- Support the development of problem statements, test issues, measures, analytical methodologies, and evaluation strategies for Joint Test and Evaluation projects.
- Apply experience in test design, execution, and evaluation within the DoD operational testing and evaluation environment.
- Advise on the development of quantitative and qualitative analysis methodologies for operational testing and evaluation efforts.
- Provide oversight and technical guidance to test teams on process modeling, issue identification, measure determination, and evaluation planning.
- Support problem decomposition, concept development, test design, data analysis methods, and evaluation plan development.
- Advise and assist in the development of dendritic decomposition and the determination of operational measures of effectiveness.
- Conduct technical reviews of test plans, test documentation, analytical products, and evaluation materials.
- Perform risk assessments, identify test limitations, and support the development of risk mitigation strategies for joint tests and evaluations.
- Manage multiple projects, priorities, and stakeholder requirements in a fast-paced operational environment.
Required Qualifications
- Bachelor’s degree in operations research, statistics, physics, engineering, systems analysis, mathematics, or a related field, and at least 10 years of relevant experience, including 4 years of experience in test and evaluation;
OR - Master’s degree in operations research, statistics, physics, engineering, systems analysis, mathematics, or a related field, and at least 7 years of relevant experience, including 2 years of experience in test and evaluation.
- Experience supporting Department of Defense operational testing and evaluation activities.
- Project management experience.
- Proven ability to lead a team.
- Strong analytical, technical writing, communication, and stakeholder engagement skills.
- Ability to manage multiple competing projects, deadlines, and priorities.
- Top Secret Clearance/ SCI required.
Preferred Qualifications
- Experience supporting Joint Test and Evaluation projects.
- Experience developing test plans, evaluation plans, measures of effectiveness, measures of performance, and analytical frameworks.
- Familiarity with risk assessment, operational effectiveness analysis, process modeling, and qualitative and quantitative evaluation methods.
- Experience briefing senior military, Government, or executive-level stakeholders.
Work Environment
This position may require collaboration with military, Government, contractor, and technical teams in support of operational test and evaluation activities. The role requires strong judgment, attention to detail, analytical rigor, and the ability to translate complex technical information into actionable recommendations.
