Essential Duties and Responsibilities
The Operational Architecture / Evidence Analyst will:
- Develop and maintain OV-1s, mission-thread diagrams, interface maps, dependency views, and other operational architecture artifacts.
- Translate technical and operational inputs into clear system-of-systems representations that support CAR and non-materiel product development.
- Maintain architecture/evidence linkage so observations, interfaces, risks, and dependencies can be traced to findings and recommendations.
- Support configuration control of architecture products as capabilities, event configurations, and mission assumptions change.
- Conducting test design, execution, and evaluation in the DoD operational testing and evaluation environment.
- Providing parametric and non-parametric statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and survey test and evaluation methods.
- Developing both quantitative and qualitative analysis methodologies appropriate for use in operational testing and evaluation of JT&E projects.
- Providing direction for process modeling, issue identification, and measure determination.
- Providing problem decomposition, concept development, test design, and data analysis methods; translates testing requirements; and makes recommendations for appropriate test venues.
- Developing dendritic decomposition and determination of operational measures of effectiveness.
- Providing technical risk assessment and identifies test limitations and assists in developing risk mitigation strategies for planning joint tests and evaluations.
- Contribute directly to CARs, CONOPS, CONEMPs, TTPs, evidence packages, and transition products.
- Experience: minimum of 5 years of test and evaluation experience
- 10+ years of military or government civilian experience
- Experience in the development of test and evaluation plans
- Experience with application of statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and human factors test and evaluation methods.
Required Skills and Experience
- Experience in operational architecture, mission engineering support, systems analysis, digital engineering, evidence management, or technical visualization.
- Ability to build clear diagrams and architecture products from complex technical and operational information.
- Strong documentation, traceability, and configuration-management discipline.
Qualifications
- Familiarity with DoDAF-style operational views, MBSE tools, or similar architecture methods is preferred.
- Master’s Degree in a technical field (math, science, engineering, computer programming, or technical related field with Operations Research-related emphasis), if the Master’s Degree in a non-technical field may be substituted with 10 years of test and evaluation experience
Work Environment
- Primary work location is Falls Church, Virginia, supporting OUSW(R&E), Prototyping & Experimentation, Assessments, and APEX.
- Collaborative, cross-functional project pod environment working alongside government, military, engineering, analytical, and industry partners.
