Position Overview
Team PAC Group LLC is seeking a detail-oriented Financial Specialist to support federal financial management, budget execution, reconciliation, reporting, and audit readiness for ICE’s Executive Programs Management Unit.
The Financial Specialist will compile and analyze budget and financial data, support spend plan development, assist with reconciliations, coordinate invoice validation processes, support Life-Cycle Cost Estimates, and provide reporting that helps EPMU maintain accurate, compliant, and audit-ready financial operations.
Key Responsibilities
- Compile budget and financial data from FFMS, FileOnQ/WebView, and other DHS, ICE, and HSI budget sources.
- Prepare summaries, detailed briefings, dashboards, spreadsheets, and slide presentations for EPMU budget and finance leadership.
- Support financial reconciliation efforts by identifying errors, duplications, omissions, and corrective actions.
- Create and review spend plans for all program activities.
- Track obligated, committed, and expensed amounts against approved spend plans.
- Investigate budget variances, identify shortfalls, support expenditure forecasts, and propose fund reallocations when needed.
- Document invoice and payment processes for EPMU and OCIO stakeholders.
- Coordinate receipting and ticketing dashboards with OFM and OAQ after Government inspection and acceptance.
- Provide financial analysis and accounting support to improve audit readiness and account management.
- Coordinate and maintain the EPMU acquisition budget dashboard.
- Support budget planning, tracking, reporting, and analysis across program and project funds.
- Support benefits realization, earned value management, cost-benefit analysis, OMB Exhibit 300 documentation, RAP, and PART updates.
- Create and support ACEIT modeling for Life-Cycle Cost Estimates.
- Support affordability memos, annual LCCE updates, and Summary of Funding tracking.
- Contribute to Monthly Status and Cost Reports and ad hoc financial reporting.
Required Qualifications
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field from an accredited university.
- Minimum of three years of relevant and recent progressive experience in federal financial management, accounting, or budget analysis.
- Proven ability to analyze complex financial data, prepare reconciliations, and generate accurate financial reports.
- Knowledge of federal financial requirements, OMB circulars, and DHS-specific financial policies and procedures.
- Experience with budget formulation, execution, monitoring, financial planning, and resource allocation recommendations.
- Proficiency with Microsoft Excel and financial management tools.
- Strong attention to detail, organizational skills, and ability to manage multiple priorities.
- U.S. Citizenship required.
Preferred Qualifications
- Advanced degree or professional certification, such as CPA or Certified Government Financial Manager.
- Prior experience supporting DHS or another federal agency.
- Familiarity with DHS financial systems, including FFMS and FileOnQ/WebView.
- Strong knowledge of federal financial regulations, OMB circulars, and DHS-specific financial policies.
- Experience with finance or statistical analysis software.
- Ability to present investment information and financial plans to stakeholders.
- Knowledge of INVEST, ACEIT, and LCCEs.
- Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
- Excellent written and verbal communication skills.
