Position Overview

Team PAC GROUP LLC is seeking an experienced DOTmLPF-P Program Analyst – JT&E JPO Support to support the Joint Test and Evaluation Joint Program Office (JT&E JPO) with program analysis, modernization support, capability-gap assessment, and development of Doctrine, Organization, Training, materiel, Leadership and education, Personnel, Facilities, and Policy (DOTmLPF-P) recommendations.

The Program Analyst will support JT&E modernization efforts by analyzing both non-materiel solutions to capability gaps and the non-materiel implications of materiel solutions. This role will collaborate with JT&E Integration Lab, Modernization, and System of Systems stakeholders to help identify transition opportunities, improve deliverables to the warfighter, and support the development of DOTmLPF-P Change Recommendation (DCR) documentation.


Key Responsibilities

  • Conduct DOTmLPF-P analysis across Doctrine, Organization, Training, materiel, Leadership and education, Personnel, Facilities, and Policy areas.
  • Analyze non-materiel solutions to operational capability gaps and assess their impact on joint mission effectiveness.
  • Evaluate the non-materiel implications of materiel solutions before and after key acquisition decision points.
  • Collaborate with JT&E Integration Lab and Modernization staff to assess DOTmLPF-P impacts related to modernization efforts and capability development.
  • Support JT&E’s System of Systems division by identifying transition, integration, and inject areas across the DoD community.
  • Assist in aligning JT&E tactics, techniques, procedures, concepts of operations, and concepts of employment with modernization and lab-based initiatives.
  • Prepare DOTmLPF-P Change Recommendation (DCR) documentation when changes are not associated with a new defense acquisition program.
  • Support analysis connected to JCIDS processes, Initial Capabilities Documents, Joint DCR development, and sponsor-level change recommendations.
  • Review current joint capabilities, requirements, operational gaps, and stakeholder inputs to support actionable recommendations.
  • Coordinate with Government leadership, technical teams, modernization stakeholders, and program personnel to support timely, accurate, and mission-focused deliverables.
  • Prepare written analysis, decision-support materials, briefings, and documentation for Government review.
  • Track findings, recommendations, action items, and supporting documentation to ensure deliverables are complete and aligned with Government direction.

Required Qualifications

  • Bachelor’s degree in defense studies, program management, operations research, systems engineering, national security, public policy, business, or a related discipline.
  • Experience supporting DoD programs, joint operations, capability development, modernization, requirements analysis, acquisition support, or test and evaluation efforts.
  • Understanding of DOTmLPF-P analysis and its role in identifying non-materiel solutions to capability gaps.
  • Familiarity with JCIDS, capability-based assessments, DCRs, ICDs, or DoD requirements processes.
  • Ability to analyze complex operational, organizational, policy, training, personnel, and facilities-related issues.
  • Strong technical writing skills with the ability to prepare clear reports, recommendations, briefings, and decision-support products.
  • Ability to work collaboratively with Government personnel, technical teams, modernization staff, and cross-functional stakeholders.
  • Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
  • Strong organizational skills and the ability to manage multiple priorities, deliverables, and deadlines.

Preferred Qualifications

  • Prior experience supporting JT&E, JPO, OSD, Joint Staff, Combatant Commands, military services, or other DoD organizations.
  • Experience developing or supporting DOTmLPF-P Change Recommendations.
  • Familiarity with System of Systems analysis, modernization planning, experimentation, test and evaluation, or joint warfighting concepts.
  • Knowledge of TTPS, CONOPS, CONEMPS, operational transition planning, or warfighter integration.
  • Experience supporting congressional plus-up programs, DoD modernization initiatives, or National Defense Strategy-related efforts.
  • Active Secret clearance or higher.
  • Military, DoD civilian, or contractor experience supporting joint capability development or operational planning.

Work Requirements

  • Ability to support JT&E JPO program analysis activities in accordance with Government direction and contract requirements.
  • Ability to work in Yorktown, VA, at Government facilities, contractor facilities, or approved telework locations as authorized.
  • Ability to participate in meetings, working groups, technical exchanges, and stakeholder coordination sessions.
  • Ability to manage sensitive program information, Government documentation, analysis products, and deliverables.
  • Ability to clearly identify as contractor personnel when supporting Government stakeholders.
  • Ability to meet deadlines and produce high-quality written products in a fast-paced DoD environment.
