Description: Our team is seeking a Grants Management Specialist to support the Department of Defense (DoD).

 

**Travel is required 5-10 Trips per Year**


Minimum Years of Experience: 3 years.


Minimum Education: Bachelor’s Degree (A 4-year course of study leading to a bachelor’s degree with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial.


Preferred Qualifications:

  • A Certification in Federal Grants Management (that is no more than 6 years old) by a relevant accrediting body (e.g. NGMA, MCI, GPCI, etc.), and training on the OMB 2 CFR 200 Regulation (per the new guidance of the Office of Management and Budget (OMB) that went into effect on December 26, 2014) are strongly preferred.
  • Experience reviewing and making recommendations to federal grants and cooperative agreements is strongly preferred. More than 3 years’ experience is preferred.
  • Ability to provide independent analyses, advice, and recommendations on grants and cooperative agreements is strongly preferred.
  • Ability to collaborate as part of several teams and ensure completion of other’s work product is required.
  • Ability to record notes during official review meetings to be included in the official grant record is required.
  • Experience with Office of Management and Budget Guidance for Grants and Agreements (2 CPR, Part 200) is strongly preferred.
  • Experience with Federal Grant Regulations is strongly preferred.
  • Must be able to demonstrate an understanding of policy implications, as opposed to only understanding best practices, is preferred.
  • Experience using Microsoft Office products and Adobe Acrobat is required.

Duties and Responsibilities:

Provide support for all phases of the grants management lifecycles including, but not limited to:

  • Planning, requirements definition, Federal Notice development, evaluation, award, post-award management, grant award closeout, and other related administrative support functions, ensuring adherence to Federal and DoD guidance and Regulations, within the Agency specific Grant Management System.
  • As needed, serves as liaison between DOD, applicant organizations, and grantee organizations.
  • Utilize Federal and DoD grant websites to monitor the submission of competitive applications.
  • Performs the role of Grants Management Specialist in DOD’s electronic grants management system.
  • As needed, works with IT Support to learn new workflow processes and resolve trouble tickets.
  • Maintain a high level of commitment while tending to multiple tasks and priorities with attention to detail.
  • Coordinates with Project Manager when problems or conflicts occur that might impact the timely completion of work.
  • Conducts risk assessment and business review of applicant. Review, analyze and evaluate grant application packages for compliance with Federal and DoD grant regulations, memorandums, and policy.
  • Provide comprehensive recommendations when compliance concerns are identified.
  • Complete compliance review of an application in 7 or less business days.
  • Attend Technical Review Committee (TRC) meetings utilizing grants management system to create and maintain TRC meeting action items/minutes.
  • Process grant related activities, awards, and amendments using appropriate templates.
  • Ensure applicable terms and conditions are clearly annotated and defined.
  • Issues award notification to grantee.
  • Ensures receipt of ratified award document and coordinates ratification with Agency budget office.
  • Monitors the status of the obligation of Federal funds.
  • Completes submission of award data to Federal government and DoD websites.
  • Collaborate with grantee and/or project manager throughout the life cycle of the grant award and funding to ensure proper and appropriate use of funds and recommend grant activities to ensure compliance.
  • Participate in audit testing and implementing corrective action plans.
  • Review and approve financial reports submitted by Grantees.
  • Verify accuracy of financial report through the review of the ratified award document(s), approved amendments, Defense Financial System of Record payment ledger, and terms and conditions.
  • Ensure DOD’s electronic grants management system agrees with the Defense Financial System of Record payment ledger.
  • Perform final review of completed awards.
  • Prepares and submits closeout letter.
  • As needed, coordinate with DOD Project Managers and staff as needed to ensure Congressional notifications of grant awards are correctly timed with the release of the award.
  • Deliver signed grant award notification letters to the Pentagon courier office for distribution to appropriate members of Congress.
  • Travel to other Government facilities, non-federal entity sites (e.g., grantees), or other contractor facilities may be required, at the request of the Government.
