Position Overview
PAC Group LLC is seeking a highly analytical, mission-focused Operations Research/Systems Analyst to support the Joint Test & Evaluation Support Cell (JTSC). In this role, you will assist in evaluating Combatant Command Test Nominations and supporting the execution of approved Joint Test & Evaluation (JT&E) efforts.
This position contributes to the development of non-material solutions that enhance U.S. operational effectiveness, suitability, and survivability in complex joint and multi-domain environments. We’re looking for someone with expertise in operations research, statistical analysis, modeling and simulation, and data-driven problem solving to help assess operational challenges and improve mission outcomes across joint military operations.
Key Responsibilities
- Conduct quantitative and qualitative analysis in support of Joint Test & Evaluation (JT&E) projects and operational decision-making.
- Apply statistical methods, modeling and simulation techniques, and operations research methodologies to assess joint military operations and improve mission effectiveness.
- Develop and implement data-driven solutions to optimize military operations, force readiness, and strategic planning.
- Use computer-based analytical tools to evaluate operational performance and identify opportunities for improvement.
- Identify risks, limitations, and operational challenges in joint military environments and recommend practical analytical solutions.
- Apply process modeling and analytical techniques to define operational problems and develop effective solutions.
- Perform problem decomposition, concept development, and data-driven analysis in support of joint military operations.
- Provide expertise in parametric and non-parametric statistics, data analysis methods, computer-based analysis tools, basic modeling and simulation applications, and survey-based test and evaluation methodologies.
- Support the assessment of emerging technologies and evolving operational concepts in complex and dynamic joint, multi-domain environments.
Required Qualifications
- Master’s degree in Operations Research, Mathematics, Statistics, Engineering, or a related technical field.
- A Master’s degree in a non-technical field may be substituted with 10+ years of ORSA-related military or government civilian experience.
- A Bachelor’s degree in a technical field plus an additional 5 years of ORSA-related experience may also be considered, for a total of 10 years of relevant experience.
- Proficiency in statistics, data analysis techniques, computer-based analytical tools, basic modeling and simulation applications, and human factors analysis.
- Strong analytical, critical thinking, and problem-solving skills.
- Ability to communicate findings clearly to both technical and non-technical stakeholders.
- Experience supporting defense, joint operations, or test and evaluation environments is highly desirable.
Preferred Qualifications
- Experience supporting the DoD, Combatant Commands, Joint Staff, or similar mission environments.
- Familiarity with Joint Test & Evaluation (JT&E) processes, methodologies, and operational frameworks.
- Experience working in fast-paced environments requiring structured analysis and mission-focused recommendations.
- Knowledge of survey design, operational assessment, and military evaluation methodologies.
- Experience developing test and evaluation plans is preferred, but not required.
