Position: Records Management Analyst
Location: Bethesda, MD
Clearance: TS/SCI with CI Poly
Starting Salary: $130k

 

Position Summary:

We are seeking a Junior Records Manager. This job description is for a Records Management Analyst (RMA) position located in Bethesda, MD, requiring a TS/SCI clearance with a CI Poly. It supports a US government customer, likely within the intelligence community (IC), by ensuring compliance with federal regulations related to records management (RM).

 

Key Responsibilities:
Compliance & Regulatory Support:

  • Ensure adherence to the Federal Records Management Act, CFR, USC, and NARA mandates.
  • Guide the customer workforce on how to manage their records by these laws.

 

Records Control Schedule (RCS):

  • Develop and implement RCS for both paper and electronic records from creation to disposition.
  • Work with NARA to ensure customer RCSs are aligned with federal requirements.
  • Support a media-neutral approach to RCS, making sure it fits the customer’s current organizational structure.

 

Training & Support:

  • Develop and provide training materials to the workforce on best practices for records management.
  • Support the transition to an Electronic Records Management System (ERMS) and assist in organizing digital and physical records.
  • Guide classified records and Controlled Unclassified Information (CUI), including compliance with IC policies.

 

Consultation with IC Elements:

  • Advise on classification handling and records management issues in coordination with other IC elements and committees.
  • Help offices clean up and reorder their shared drives, ensuring proper record storage and classification.

 

Privacy Act Compliance:

  • Help identify and protect essential records.
  • Coordinate with the Civil Liberties, Privacy, and Transparency (CLPT) office on Privacy Act System of Records Notices (SORN).

 

Documentation & Reporting:

  • Contribute to annual compliance reports and document changes in SOPs (Standard Operating Procedures).
  • Review and implement records management system reviews.

 

Qualifications:
Education & Experience:

  • A BA/BS with 3+ years of relevant experience OR no degree but 9 years of experience in records management.

 

Security Clearance:

  • Must have an active TS/SCI clearance with a CI Polygraph.

 

Skills:

  • Familiarity with IC records management policies.
  • Experience developing RCS, implementing file plans, and assisting with records disposition.
  • Strong communication skills for interacting with various levels of government staff and senior leadership.
