We are seeking an experienced Project Manager to join our team and lead the execution of large-scale, federal design-build construction projects. This is a full-time position with long-term employment potential, offering significant opportunity for career growth and leadership. As Project Manager, you will be responsible for managing the entire project lifecycle—from proposal and pre-construction planning through execution, delivery, and closeout. You will have oversight of project financials, subcontractor coordination, scheduling, client relations, and team leadership. Projects are typically fast-paced and involve contracts with agencies such as GSA, NAVFAC, USACE, and WHS. The position reports directly to Executive Leadership and operates with a high level of independence. You will also play a key role in identifying and pursuing new project opportunities within a multiple award federal contract program. Key Responsibilities: - Lead full project lifecycle: procurement, pre-construction, execution, QA/QC, financial tracking, and closeout
- Manage internal teams and external partners, including design consultants, subcontractors, and government stakeholders
- Coordinate and review submittals, RFI responses, transmittals, drawings, and other contract deliverables
- Supervise and ensure compliance with quality control and site safety programs
- Develop and manage cost-loaded CPM schedules and monthly progress reports
- Prepare and review pay applications for both subcontractors and government clients
- Lead the development of project budgets, financial forecasts, and profit/loss reports
- Oversee design compliance and execution in design-build contracts, including schedule, budget, and technical scope
- Manage contract modifications, change orders, and procurement efforts in coordination with estimating and purchasing teams
- Prepare and submit final closeout packages including as-builts, O&M manuals, and warranty documentation
- Serve as primary point of contact for clients and maintain strong professional relationships
- Facilitate project meetings and reporting for stakeholders and executive leadership
- Maintain well-organized digital project files for correspondence, documents, and drawings
- Support proposal efforts and estimating during pre-construction phases
Required Qualifications: - U.S. Citizenship (required)
- Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or related field
- Minimum 10 years of experience managing federal design-build construction projects
- Deep understanding of federal contract vehicles and compliance (GSA, NAVFAC, USACE, WHS)
- Experience with firm-fixed-price design-build and bid-build federal projects
- Demonstrated success managing multiple concurrent projects
- Strong knowledge of construction drawings, specifications, and federal contract documentation
- Proven track record in budget management and cost control
- Advanced proficiency in:
- Microsoft Word, Excel, Outlook
- Adobe Acrobat
- Scheduling software (Primavera P6 or equivalent)
- Procore, Bluebeam, and other construction management software
- Preferred Certifications (Any of the following):
Certified Construction Manager (CCM) – Construction Manager Certification Institute - Project Management Professional (PMP) – PMI
- Designated Design-Build Professional (DBIA) – Design-Build Institute of America
- Registered Professional Engineer (PE) or Licensed Architect (RA)
- If certifications/licenses are not held, additional 10 years of construction management experience is required.

- Physical & Work Environment Requirements
Travel to project sites across the DC Metro area for site visits, meetings, and inspections - Work may involve climbing, navigating uneven surfaces, entering trenches or confined spaces, and exposure to varying temperatures and construction hazards
