Position Description

The Senior Planning Analyst / Program Manager (PM) provides regionally aligned Homeland Defense (HD) / Civil Support (CS) planning support while serving as the onsite Program Manager. This dual-hat role synchronizes Integrated Strategic Planning (ISP) coordination, stakeholder engagement, and enterprise planning priorities across NGB J5-J mission areas. The role supports National Special Security Event (NSSE) planning and ensures integrated execution, quality control, and surge alignment across the senior planning cadre.

 

Roles & Responsibilities

  • Serve as the single point of accountability for contract execution, providing onsite leadership, prioritizing tasking, allocating resources, and synchronizing functional support across the team
  • Ensure contractor performance remains aligned with NGB J5-J mission priorities and Government direction
  • Provide regionally aligned HD/CS planning support, synchronizing ISP coordination and stakeholder engagement across internal and external partners
  • Support NSSE planning and ensure integrated execution across the planning cadre
  • Oversee quality control, product standardization, and surge alignment across all J5-J mission areas
  • Manage enterprise task execution using ETMS2, tracking, synchronizing, and resolving senior-level taskings to completion
  • Support strategic research and analysis; contribute to Congressional reports, general research, NGB awareness, plan development, and NGB Plans
  • Prepare and submit Monthly Status Reports, Trip Reports, and Service Contract Reporting in accordance with Government timelines and standards

Qualifications & Certifications

  • Minimum 10 years in Joint, National Guard, CCMD, or interagency planning environments supporting HD, DSCA, regional planning, or strategic planning integration
  • Minimum 10 years of program management experience providing leadership and oversight of complex planning or analytical support efforts
  • Demonstrated proficiency in the Joint Planning Process (JPP) and/or Service-specific planning methodologies (e.g., MDMP), including familiarity with JP 5-0
  • Proven experience integrating CCMD, FEMA, interagency, and Joint planning frameworks with State National Guard planning processes
  • Direct experience supporting State National Guard planning and coordination with JFHQ-State staffs, CCMD planners, and interagency partners
  • Demonstrated experience using Enterprise Task Management Software Solutions (ETMS2)
  • Experience integrating wargame and exercise outcomes (e.g., Vigilant Guard, Presidio Endeavor) into operational planning products
  • Experience supporting homeland defense/DSCA planning, including CRE concepts and HRF Regional Response Plan coordination
  • Strong executive communication skills (briefings, decision-ready products, senior-leader correspondence) and the ability to operate with minimal supervision in a high-tempo environment
