Position Overview
PAC Group LLC is seeking an experienced Program Manager / Site Lead to lead delivery on the National Guard Bureau (NGB) Comptroller Support contract. This role combines senior-level financial management analysis with contract execution leadership, serving as the primary customer interface and ensuring high-quality performance across the team.


Key Responsibilities
Comptroller / Financial Management Support
• Provide expert analysis of obligations across the 54, comparing execution to historical trends, spending plans, and fiscal expectations.
• Integrate data from authoritative financial sources and systems; prepare execution reports and briefings.
• Maintain situational awareness of variances and deviations; provide qualitative and quantitative recommendations.
• Contribute analysis to fiscal dashboards and support the development of NGB Comptroller positions and responses.
• Prepare and present executive-ready products (slides, summaries, decision support materials) to senior stakeholders.
Program Management & Site Lead Duties
• Act as Site Lead for the NGB Comptroller Support contract, ensuring high-quality technical performance, compliance, schedule adherence, and customer satisfaction.
• Serve as the primary point of contact with the customer and the COR.
• Coordinate team activities and synchronize support delivery across tasks and priorities.
• Maintain an up-to-date contract roster on the PAC Group LLC Teams platform to enable real-time visibility for senior leadership (recognition, challenges, skills, certifications).
• Collaborate with PAC Group LLC HR during planned or unexpected turnover, including candidate screening and interviews.
• Conduct formal annual performance reviews and implement a continuous performance feedback process.
• Foster a safe, inclusive environment for all team members with zero tolerance for harassment or inappropriate workplace behavior.
• Perform other duties as assigned by PAC Group LLC corporate leadership.


Required Qualifications
Education
• BA/BS in Financial Management (or related discipline) required
• MA/MS preferred
Core Competencies
• Ability to plan, manage, and deliver high-quality support while leading personnel.
• Advanced proficiency with MS Office Suite and collaboration tools as used in Comptroller environments (Excel, Word, PowerPoint, Teams, SharePoint, Power BI, etc.).
• Proficiency with DoD financial systems (e.g., GFEBS, DEAMS, RM Online, ODS, cPROBE, CRIS).


Experience
• Minimum 10 years of relevant subject matter experience in financial management/comptroller functions.
• Experience supporting senior defense organizations in the Pentagon (Services, Joint Staff, NGB, OSD); 5+ years preferred.
• Experience conducting and presenting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems (Army, Air Force, Joint Staff, NGB, OSD); 5+ years preferred.
• Experience working with the National Guard, especially NGB financial management processes.
• Experience communicating with senior military or defense officials.
• Program management experience; PMP preferred.
• Experience preparing and presenting executive-level documents and briefings.
• Skilled in Enterprise Task Management Software Solution (ETMS2/TMT), especially as utilized within NGB.
• Skilled in Advana, databases, and data analysis applications.
Certifications (Preferred)
• CDFM; DoD FM Certification
• Federal contracting and business development knowledge preferred
