Position Overview
Team PAC Group LLC is seeking a Senior Test Planner / Joint Test & Evaluation Test Planner to support the Joint Test & Evaluation Program Office. This role supports Joint Test and Evaluation and Operational Test and Evaluation efforts for Service and Joint capabilities, military processes, systems, and emerging technologies.
The selected candidate will provide test planning, stakeholder coordination, project management, and technical support across JT&E projects. This includes supporting Test Directors, Joint Test Support Teams, and government stakeholders throughout the full test lifecycle, including test concept development, project planning, coordination, execution support, data collection planning, and assessment.
This is a hybrid position supporting mission activities primarily at Naval Weapons Station Yorktown, VA, with additional support in Yorktown and Suffolk, VA as mission requirements dictate.
Key Responsibilities
Joint Test & Evaluation Planning Support
- Support Joint Test and Evaluation and Operational Test and Evaluation planning and execution activities.
- Educate, train, and assist JT&E project teams, including the Test Director and Joint Test Support Team.
- Advise the Test Director on JT&E programmatic and technical aspects of conducting a JT&E project.
- Support the development of feasible execution plans, plans of action and milestones, and initial work breakdown structures.
- Develop test concepts, test scenarios, test designs, test products, and candidate test venues.
- Assist with the development of Project Test Plans, requirements documents, and supporting documentation.
- Identify appropriate test venues, test tools, resource requirements, and instrumentation requirements.
- Support field data collection planning, including field instrumentation matrices and data collection catalogs.
- Observe and analyze test and evaluation operations to assess conformity with military doctrine, policies, and procedures.
- Perform technical risk assessments, identify test limitations, and assist in developing risk mitigation strategies.
- Provide a quick-start capability for JT&E projects by supporting test and evaluation planning in lieu of engineering service contractor support when needed.
Program Management & Stakeholder Coordination
- Organize and conduct weekly JT&E project meetings with Test Directors, JT&E Action Officers, and other stakeholders.
- Support problem decomposition, issue refinement, scoping, test concept development, and resource planning.
- Provide coordination and facilitation support for subject matter expert working groups and Joint Warfighting Advisory Group meetings.
- Support the JPO with management of program standards, business practices, and project execution processes.
- Assess the effectiveness of support and training through lessons learned, feedback, and continuous improvement activities.
- Assist in transitioning projects from nomination to chartered activity.
- Prepare leadership briefings, status reports, project schedules, planning products, and decision-support materials.
- Coordinate with government, military, and contractor stakeholders to support program objectives.
- Respond effectively to quick-turn tasking in a fast-paced, cross-disciplinary environment.
Technical & Analytical Support
- Support software development activities related to test planning and evaluation.
- Apply knowledge of UNIX software, hardware, and network architectures.
- Support database design, development, and administration.
- Analyze technical and operational data to support project goals and mission requirements.
- Provide technical expertise in areas such as electronic warfare, hardware and software design, flight software design, and space technology development and testing.
Required Qualifications
- Active Top Secret/SCI security clearance.
- Associate’s and/or bachelor’s degree from an accredited university.
- Minimum of 10 years of experience supporting senior military leaders, DoD/DoW senior leaders, or the national defense industry.
- Minimum of 5 years of test and evaluation experience in JT&E or Operational Test and Evaluation.
- Minimum of 6 years of military or government civilian experience.
- Knowledge of JT&E processes, procedures, standards, and business practices.
- Experience developing test concepts, scenarios, designs, products, and supporting documentation.
- Experience developing program test plans, detailed test plans, schedules, resource plans, milestones, and planning products.
- Experience performing technical risk assessments and supporting risk mitigation planning.
- Experience observing and analyzing test and evaluation operations for compliance with military doctrine, policies, and procedures.
- Experience developing software.
- Experience with UNIX software, hardware, and network architectures.
- Experience with database design, development, and administration.
- Ability to build field instrumentation matrices and develop data collection catalogs.
- Familiarity with determining test instrumentation requirements.
- Strong proficiency with Microsoft Office Suite, including PowerPoint.
- Excellent written and verbal communication skills.
- Strong organizational skills, attention to detail, and ability to manage multiple priorities.
- Ability to quickly learn unfamiliar subject areas in support of mission requirements.
- Self-starter with the ability to lead and support team-based efforts.

Preferred Qualifications
- PMP certification.
- Service-level or Joint Test and Evaluation experience.
- Prior experience supporting JT&E programs as a technical or program management support contractor.
- Experience with electronic warfare, hardware and software design, flight software design, or space technology development and testing.
- Former military electronic warfare operator.
- Demonstrated program management expertise, preferably as a project lead.
- Strong interest and expertise in technical mission areas related to joint testing, evaluation, and operational analysis.
Work Requirements
- Ability to support hybrid work across remote and on-site locations based on mission needs.
- Ability to support meetings, planning sessions, and test events in Yorktown and Suffolk, Virginia.
- Ability to travel up to 20%.
- Ability to support time-sensitive deliverables and quick-turn requirements.
- Security processing or clearance verification may be required prior to start.
