Our client is seeking a Procurement Directorate (PD) Lead to support our team.

 

Job Description:

We are seeking an accomplished and strategic professional to join our team as the Procurement Directorate (PD) Lead. The successful candidate will have substantial managerial experience in organizing, planning, directing, and managing contractor staff. This role is integral to supporting the DHS CBP Customer Service Support (CSS) Program Manager by providing essential team leadership, guidance, and program management vision.

 

 

Key Responsibilities:

  • Lead and manage the Procurement Directorate (PD) team effectively.
  • Assist the CSS Program Manager in delivering team leadership, strategic guidance, and overall program management vision.
  • Provide oversight and direction to ensure all procurement activities align with organizational goals and standards.
  • Consult with senior leadership to support the day-to-day operations of the PD.
  • The Office of Acquisition Head of Contracting Activity Procurement Directorate supports CBP acquisition programs in the formulation, assessment, and execution oversight of contracts awarded to industry partners to develop, field and maintain technical capabilities required to perform the national border security missions in land.
  • Assist the Government project manager by performing market research related to the potential for combined systems supply chain sharing and/or streamlining for the development of new program concepts for system deployment or maintenance.
  • Assist the Government with Congressional, OIG and higher headquarters taskings related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Assist the Government with preparing SES and high headquarters level briefs, white papers, and memos used as the basis to support system program contract structure recommendations.
  • Develop and manage project plans, task trackers and schedules that comply with the program’s Performance Work Statement (PWS) and Work Breakdown Structures (WBS).
  • Work with combined system program or project managers and stakeholders to establish and monitor the program’s contract development and execution towards milestones, key events, and significant accomplishment criteria.
  • Assist the Government project manager in the development of RFPs and assessment of associated proposals. This includes developing, reviewing and providing technical inputs on contractual documentation such as Statements of Work/Technical Instructions/Scope of Work revisions and evaluation of contracted system developers’ responses for feasibility and completeness.
  • Assist the combined system Government program or project managers in establishing project contract structure priorities and associated evaluation criteria.
  • Serve as the Government project manager’s technical advisor on the adequacy of the system developer’s execution of contractual requirements related to integrating, testing, fielding, and maintaining combined system logistics and in-service engineering support services in the operational environment.
  • Report information on the status of task order projects, along with any associated modifications and evaluate the contracted system developers’ execution against the established Performance Measurement Baseline metrics.
  • Assist the Government project manager in tracking project cost, schedule and Technical performance.

·       Develops, and implements the contracting processes that enable CBP to acquire supplies, equipment and services to support CBP’s missions.
